First, I think the forms and point-of-sale notices are necessary and will be effective.
However, the forms appear to cover only cash fees or income paid to brokers, but not other forms of compensation, such as incentive trips, gift awards, etc. These can represent significant value and incentive for a broker to sell one fund versus another.
