I am in favor of this rule.  Anything that improves the
price for the benefit of customers is a good thing. 
Markets must be competitive and open; not like NYSE where
'specialists' control the prices since they are the ONLY
one's who are able to see ALL incoming orders (buy/sell)and
their prices.  It is absolutely UNFAIR  to average
customers when they are NOT privy to the order flows.
