        We respectfully request the comment period be extended on rule 15c2-11. 
The potential impact of this rule change is far reaching. It could give state 
and national regulators power to control free enterprise and entrepreneurs by 
restricting stock liquidity.
     
        We feel that there needs to be more time allowed beyond the proposed
April 7, 1999 date. The rule changes could cause Broker Dealers in their market 
making to drop many non-reporting companies.
