Subject: Rule 15c2-11 proposed change Author: Paul Sebastian Date: 5/3/99 9:36 AM Dear Sir: The SEC is proposing to require market makers in OTC Bulletin Board and Pink Sheets stocks the policemen of small company stocks. Please do what you can to stop this change to SEC Rule 15c2-11. Market makers will simply avoid small company stocks. Our company, First Star Bancorp, Inc. (Symbol: FSAN) has about 280 shareholders and our stock trades a few times a month. Why would any market maker waste his time learning about FSAN? It is much easier to stop making a market in our stock. Where does that let the small investor who owns our stock and wants to sell? Please do what you can to stop this amendment. Thanks.
