Scamsters will not provide financials to bona fide market makers, therefore 
under your proposal only market makers that the crooks select will trade the 
stock. You are playing right into the bad guys hands. A legitimate market 
maker who may want to short one of these stocks won't be able to because 
the information he needs under your proposal will be under the control of 
the bad guys, effectively reducing the resistance that a stock manipulation 
needs to overcome. To summarize, your new 15c-211 ideas are a BAD MOVE!
