Subject: 15c2-11 exemption on NASD Rule 6530

The 15c2-11 exemption on NASD Rule 6530 and subsequent phase out has created 
a significant loss in my wealth.  My understanding is that Billserv.com 
submitted forms to the SEC in a timely manner, and since comments were not 
returned by the SEC on time they were de-listed to the "Pink Sheets".  How 
is this beurocratic snafu possible in an economy that is predicated on 
liquidity?
     
I am contacting all my government representatives to apply some sanity to 
this situation.  I also intend to participate in the class action lawsuit 
that is being organized against the SEC.
