I invest in a number of mutual funds and believe this proposal is a very important change in current practice. I can see no reason for a mutual fund to hide how it votes the proxies of all its investors. In fact, I think such a proposal goes a long way to making the process a more transparent -- and thus fairer -- one for all involved.
