Subject: "Proposed Regulation FD" 

I am a 59 year old individual investor who uses E*Trade as a vehicle to 
make investments and trades. I have about $200,000.00 invested of which 
$50,000.00 is in a trading account. I want to support efforts for full public 
disclosure of company financial information. When individual investors 
like myself see stocks tank or rise on " no news" only to find out two 
or three days later that there was news to "selected individuals" sounds 
suspiciously like manipulation of news for the financial gain of a few 
investors.
    I also want to voice my opinion on extended trading. Much has been 
made about after hours trading, what needs to be done is allow trading 
before the market opens as large customers can do now. Many times 90% 
the upward or downward movement on good or bad news takes place pre 
market before individuals can trade.
    If the playing field is levelled perhaps wealth creation for the " 
masses " can become more a reality.
