Subject: Proposed regulation FD
 
Full disclosure is important to the investing community.  If selected 
analysts and large investors can receive material information about a company 
without full disclosure, i lose confidence in the market.  Even the 
appearance of this practice destroys confidence.
     
Example:
     
Today (16 dec 99), two of my stocks dropped over 5%.  In each case, the 
Reuters news service reported a large block trade with a significant 
downtick.  The stocks were RAL and IP, neither of which are Internet 
high-fliers.  i KNOW that private calls to analysts can and do occur.  i do 
not know if any such calls were made today, or if RAL or IP ever make such 
calls.  
     
The point:  i CANNOT KNOW if calls were made.  Thus, i lose confidence in the 
honesty of the market.
     
Please implement Regulation FD as soon as possible
