Subject: Proposed Regulation FD: File No. S7-31-99

Dear Sirs/Madams,
    I am currently a business student and deeply concerned with the
propsition S7-31-99. I greatly oppose the proposition for the simple 
reason that we live in a regulated economy with rules set to protect 
all. Businesses releasing important information to a select few and not 
potential investors is business on the sly.
