Date: 12/16/1999 5:52 PM Subject: comment on Proposed Regulation FD To whom it may concern: I am a graduate student at Stanford University. I manage my family's retirement accounts and invest in US stocks. I want to let you know that I am in favor of your Regulation Fair Disclosure. The current way Wall Street analysts are able to get PUBLICLY traded companies' information while the general PUBLIC can not (or is delayed in getting the information) makes for a relationship far too cozy (between the companies and the analysts). This can lead to all sorts of ways for the corporations and analysts to make money AT THE PUBLIC'S EXPENSE. As one recent example, Hewlett-Packard released some earnings warnings to analysts. As a shareholder of this company, I had the right to hear it at the same time other shareholders did. I watched in mystery as the stock price plummeted on no news. Thank you for doing a good job. Keep it up!
