Mr. Levitt,
     
During this unprecedented period of prosperity and opportunity combined with 
the technological advancements, the citizens
of this country are now, more than ever, to participate on aneven footing 
with the highly affluent.
     
The publicly traded companies in this coutries are named that for a reason, 
the trading for the equities are to be among the
public, not a select group.
     
The proposed regulation will help unsure that ALL investors will have access 
to the same information and that a priviliged few
are not in a position to work the market to their advantage.  This country 
has ample opportunity that no one needs government
biased special treatment.
