Subject: Release # 99-171

I wholeheartedly agree with the proposal in subject news release. It is way past
time that people other than those close to transactions be given an equal 
opportunity to make decisions on investments.
  Why should someone be able to profit from information that should be in the
public domain before it is released. It is not fair...and yes, I know life is 
not fair, but you can make a more level playing field.
Good luck fighting the fat cats.
