Date: 12/17/1999 7:53 AM Subject: Proposed Regulation FD I, Stephen A. Donahoe, would like to express my support for the regulation to eliminate selective disclosure. As an individual investor, my ability to compete with Wall Street firms is quite limited. We have entered a new age with the advent of On-line brokers and the individual investor should have the right to the same information as the larger firms. The Paradigm is shifting and the SEC should acknowledge the shift by "encouraging" firms to delineate information equally to all. Furthermore, "We the people" demand equality of opportunity. Equal access is the very value that America is trying to attain for all of its people and that same concept should apply to information. Selective disclosure, on its face, is discriminatory. Now is the time for the "government of the people, for the people, by the people" to stand up and do what is inherently right-Eliminate Selective Disclosure. Sincerely,
