Chairman Levitt,
     
As a small investor I urge you to consider implementing the 
changes to the way companies make their financial 
information public. The fact that a small group of people 
are privy to this information long before the average 
investor and can act on this information or communicate it 
to those who can is nothing short of insider trading.
