I strongly encourage you to adopt the Fair Disclosure rule.

It is very aggravating to see a stock price move up or down for a couple of
weeks before news of some development regarding the stock becomes available to
the average investor.

This happens regularly and sometimes the individual investor's best indicator is
to watch the volume of trading in a stock they might own.

A recent example in my portfolio is TGX. They recently reported .13 cents a
share vs. expectations of .16. People were expecting the stock to show a strong
recovery from some minor problems that had held sales flat. Instead they came up
with a mild recovery much below expectations.

For about ten days before the earnings announcement volume picked up sharply and
the price dropped from $16 to about $11 the day earnings were announced.

Someone got information on this stock well ahead of the average investor.

D. Floyd Russell
