The average investor is not dumb as is insinuated by the large
brokerages. I beat their performance evey year even when they have the
unfair advantage. Level the playing field!

The new FD rule sounds like it would be good for everyone. One comment I
have is that since you would be putting out information that can be easily
misinterpretted by experts and novices alike, there should be some standard
way to limit liability of the source. Companies intentionally defrauding
the investing public should be prosecuted, of course. On the other hand,
one has only to spend a few minutes in any of the stock chat rooms to
realize that there are a lot of idiots out there investing in stock for very
strange reasons. If you allow these blockheads some new legal recourse when
they misinterpret disclosures, you'll only create more trouble and less
profits for intelligent investors, the companies issuing the info and more
headaches for the SEC.

More accurate and timely information is a good thing for everyone.

Best regards,
John Christoffel

Ladies and Gentlemen:

I would like to see selective disclosure to investors ended. I believe that
any investor who has the interest and will to do so should be permitted to
hear information from their company that will affect their profit from the
investment. Please level the playing field for small investors.

To the SEC:

In the rapidly changing world of technology the public now has the means
to receive and interpret financial information to help individuals make
their own judgements. If you limit what the public is allowed to see by
continuing to have businesses supply only analysts with certain
information you have kept public interests at the mercy of these unknown
analysts. There are certain people I trust - let them and I make our own
decision.

Please require businesses to furnish appropriate financial information to
the public by passing Proposed Regulation FD: File No. S7-31-99.

Thank you.

I strongly encourage you to adopt the Fair Disclosure rule.

It is very aggravating to see a stock price move up or down for a couple of
weeks before news of some development regarding the stock becomes available to
the average investor.

This happens regularly and sometimes the individual investor's best indicator is
to watch the volume of trading in a stock they might own.

A recent example in my portfolio is TGX. They recently reported .13 cents a
share vs. expectations of .16. People were expecting the stock to show a strong
recovery from some minor problems that had held sales flat. Instead they came up
with a mild recovery much below expectations.

For about ten days before the earnings announcement volume picked up sharply and
the price dropped from $16 to about $11 the day earnings were announced.

Someone got information on this stock well ahead of the average investor.

D. Floyd Russell

This is great news. Finally someone is going to stop all the big insiders
from trading on inside info. It has been very unfair to small investors for
anyone to be able to go talk to a company and get inside or detailed info
without it being made immediately public info. I would think that this is
blatently illegal and should have been punished and stopped a long time ago.
So, SEC, go and do it now. It is long overdue..

As an individual investor managing my own IRA , I want to encourage
you to go forward aggressively with this new regulation.

It is the fair thing and, in the long run, will improve the economic
life of individuals and the nation as a whole by improving the
quality of information available to individual investors and by
challenging them to take more responsibility for understanding the
businesses they are hoping to profit from.

I believe that better informed small investors will increase the

The process of selective disclosure is a detremental one to the millions of
holders of common stock. It gives institutional investors and analysts an
unfair playing field and allows those with a large holding information not
