Dear Mr. Levitt:
     
I am writing to ask that the SEC not implement the proposed rules, 
(S7-25-97),  that would so strongly limit the freedom of shareholders to 
voice concerns over practices of management.  If these rules had been in 
existence ten years ago, we would have not seen the powerful participation of 
the business community in ending Arpartheid.  Please use your power to stop 
these rules, American shareholders are counting on you to safeguard their 
rights.
