The new rules are financially punitive to the small investor who is nonetheless a stakeholder in the company and community . Furthermore, I believe that the SEC should again realize that a corporate charter was originally intended as a priviledge, to let an enterprise be formed "for the public good", and that profit for shareholders was explicitly described as a secondary purpose.
