Subject: Re: File No. S7-25-97 Date: 11/22/97 7:40 PM The proposed new thresholds for the submission of shareholder resolutions are an assault on the rights of shareholders -- in particular small shareholders. The arrogance of corporate managements seems to be extending to the S. E. C. itself. Have you forgotten that the job of the S.E.C. is not to ensure that the speculative casino of the stock market further enriches the already rich but to oversee chartered corporations to see that they serve the public good? If anything the submission thresholds should be lowered to enable all stakeholders to introduce resolutions and issues in the governance of public corporations.
