Subject: rule S7-25-97

To the attention of Arthur Levitt:

Please permit me to express my concern that rule S7-25-97 represents a 
serious threat to the free speech and political access of the stockholder 
to company policy.  I oppose the imposition of said rule S7-25-97.
Please allow the stockholders to continue to be participant and 
significant in the annual stockholder meetings.
