Subject: elimination of shareholders' rights Date: 11/20/97 2:24 PM Dear Chairman Leavitt, I am writing to voice my protest against the proposed regulation (File No. S7-25-97) that would seriously undermine the rights of activist shareholders in trying to influence companies to improve their practices so that these companies may act more socially responsible. By giving automatic qualification to those shareholders who own 3 % of the company's stock, you are being grossly discriminatory against the majority of the stockholders.
