Subject: new rules for resolutions Date: 11/22/97 5:52 PM November 22, 1997 Chairman Levitt and Members of the Commission: I am writing to express my opposition to the proposed new rules which would change the method of placing resolutions on the ballot. Requiring a self-funded petition of three percent of all shareholders in order to force the resolution onto the first ballot takes this option far beyond individual shareholders. I still believe, particularly in a capitalist democracy, that shareholders must be able to vote their shares. Corporations operate within a public trust. The old rules allow that. Sincerely, J.J.
