Dear Mr Leavett,
     
I am writing to oppose the restrictions on stockholder initiatives that 
the SEC is considering.
     
Stockholders should have a strong voice.  In the past, these initiatives 
have forced companies to stop doing business in South Africa, which
led to the end of apartheid and got corporations to hire more women and 
minorities,  Most important, it is an important tool to make highly paid 
(and sometimes out of touch) CEOs accountable to the public.
