The proposed new rules would in effect bar all but mutual and pension funds from placing such resolutions. I own a few stocks in a handful of companies. I have never tried to place a resolution, but I always read the proxies sent to me. Shareholders' resolutions inform me of issues not apparent in the companies' annual reports.
