Date: 1/5/98 1:41 PM Subject: S7-25-97 Arthur Levitt - I am writing in response to a new rule that has been proposed - S7-25-97. I heard about this rule from some friends, and am concerned about what the ramifications of this rule will be if it is implemented. I believe it is important that stockholders be apprised of all issues that exist. Information should not be withheld from stock holders on what are potentially controversial issues, that stock holders may have strong opinions about, and about which stockholders deserve to be able to give input. It seems to me that a free market place requires information to be able to function well, and I cannot see how one can justify a "gag rule."
