Subject: Proposed rule on Auditing Process Oversight (s7-24-02)

I believe that until we eliminate the payment from companies to auditors
for auditing services we are not going to correct the problem with any
kind of oversight process.  As long as this policy is in place true
independence cannot be reached.  There should be some entity that
companies pay for "membership dues" too then this entity appoints the
auditors to companies and pays them for the audit services.  This will
eliminate any problems that may come to light being swept away out of
fear of losing the client.
