To Whom it May Concern ,
 
I am writing regarding File No. S7-23-03, even though I am surprised 
there is any issue to be addressed regarding naked shorting.  It is, 
as it should be and should remain , blatantly illegal.  How can somebody 
sell something they don't own?  It is also absurd to believe this has 
any benefit to society.  If somebody wants to short a stock, they should 
be able to borrow it.  If the stock isn't available they should not be 
able to short it.   There is nothing wrong with legal shorting, but naked 
shorting is and should be criminal and the law should be enforced.
