Subject: (s7-23-03) stop naked short selling

Its time for this scam to come to an end. Many investors and small 
businesses have been hurt by naked short selling. This has been allowed to 
go on for far too long. The new proposed rule is desperately needed in order 
to put an end to this thievery. Its  sad to think that individual investors 
are not protected from this type of manipulation. Naked short sellers are 
criminals, and they need to be stopped.
Its the responsibility of the SEC to help the small investor as well as 
these small companies that are getting driven out of business.
Naked short selling MUST BE STOPPED!!
