Subject: (s7-19-03) Company Proxy Voting

I would like to see a requirement that company proxies be modified so that 
voting for Directors includes "Against" as well as "For" or "Abstain".  As 
it is now the only way a shareholder can show his displeasure is by a 
meaningless abstention.
