From: Charles Partridge [CPartridge@hec.ohio-state.edu] Sent: Thursday, October 23, 2003 11:18 AM To: rule-comments@sec.gov Subject: SEC Reform (s7-19-03) Dear Sir or Madam, While I applaud the SEC's efforts toward reform, the governance rules currently proposed by the SEC significantly limit the democratic participation of shareholders. The SEC's Board of Directors cannot continue to risk being a self-serving tool of management. Please remove the "trigger events" from the shareholder democracy proposal, and allow full participation of shareholders in SEC governance. Regards, Charles R. Partridge Columbus, Ohio
