Subject: S7-6-00 Author: Date: 03/21/2000 5:43 AM My name is Judith Evans. I am a private investor, but not a day trader. I use fundamental as well as technical analysis when deciding which stocks to buy or sell and after years of doing this (with better and better tools), I can state with degree of certainty, that many times a company which has "news" which has not been shared with the public, already reflects that information as a noticeable change or acceleration of its price trend. Clearly, before information becomes "news" there are individuals and companies which are afforded a chance to act and thereby given an unfair advantage to trade the stock based on this news, versus the investor who is not represented by such an analyst or his company. All information can now be delivered to the entire community simultaneously. because of financial news networks such as CNBC and the Internet, anyone, anywhere, who is serious about researching or investing should have the ability to review the "news" (as it becomes news) and act according to his or her interpretation of the facts (not react to new price direction or momentum caused by the few who have prior knowledge). I urge you to adopt a rule which insists that any material information concerning a company's future be released to the general public, analysts and or other members of the professional investment community simultaneously. Thank you.
