Ball Re: S7-10-03 To whom it may concern; I am writing to convey my strong support for your proposal to rectify the current inability of shareholders to vote their proxies authoritatively. Not only is this a necessary improvement, so the interested parties can bring irresponsible and corrupt corporate managers to task, but also it would help reduce the temptation for managers to behave corruptly in the first place. While I realize your reform proposal has only come out in the form of a press release without specifically worded provisions, it is nevertheless a vital matter, especially with the many voters like me whose pensions and investments are largely in the form of stock holdings and mutual funds. This is a problem that obviously needs both substantial and substantive correction. As you continue your deliberations on the matter I do hope you will have the courage and conviction to do what is right, both for the sake of improving the economy overall and for the sake of small investors like me, for whom the stakes are very high indeed. The current system is clearly wrong and it needs to be fixed; please do so. Thank-you for the opportunity to make myself heard. Sincerely, Larry F.
