Date: 12/21/1999 10:11 PM Subject: File no. S7-24-99, Dear Sirs: The SEC does a fine job. It is common knowledge that Market Makers control the price of some stocks without regard to the quality of the company or any other factors except consideration of the Market Makers own benefit. Shareholders are not protected at this time by the one agency that can protect them --- the SEC. To fail to act to bring this situation to a halt is in my opinion a turning of the back on the interests of shareholders. This is not in keeping with the duty of the SEC and allows wrongful acts by Market Makers within the knowledge of the SEC. Please act to adopt the new rules to stop this wrongful conduct on the part of Market Makers. Thank you, Warren Wells
