Subject: Marker Makers Shorting Bullitin Board Stocks

Please adopt the proposed rule that prohibits market makers from shorting 
bulletin board stocks without there first being an up-tick in price and 
without first being required to borrow the stock like the rest of us. 
     
It appears that market makers are currently able to significantly manipulate 
bulletin board stock's price.  Additional regulation is necessary to stop 
this abuse.
