Namely, you can only sell a stock you own and it is illegal otherwise. The onus is on the broker to enforce the rule. There is nothing stopping someone in buying put options - to which I have nothing against. It is sickening to see many top companies in the doldrums because of this practice which further perpetuates this practice by others selling.
