I support this initiative and would like to see it implemented.  It is 
not fair that there are two sets of rules, one for nasdaq and one for 
BB-OTC stocks.  Shorting should only be allowed on an uptick... 
otherwise a stock can  more easily by manipulated, thus eliminating a 
fair investing environment for the smaller investor.
