S7-24-99 Comment To SEC Representatives, RE: File No. S7-24-99 I fully support the new requirement for all companies traded on the OTCBB to file regular 10-Q and 10-K with the SEC. I believe all public companies have an obligation to fully disclose its financials to the public. I also believe the biggest threat to the OTC BB market order is the outrageous stock price manipulation by some market makers and foreign brokerage firms. Particularly, illegal shorting (creating shares to sell short). If the SEC is serious about protecting the public from fraud and is willing to fight against these big firms, the SEC should regulate short sales. I want everybody to play the game with the same rule. I have been investing in some OTC BB stocks lately because I believe it is there where the truly innovative and entrepreneurial spirit lies. Though the benefits to our nation of having a strong micro-cap industry are obvious, current rules constrict the flow of money to this sector by making investments more of a "crap shoot". I strongly urge you to take any actions that will send a signal to the brokerage firms, investors and industry that there is order to the system.
