Date: 06/20/2000 2:04 PM Subject: File # S7-24-99 Wall Street has always been based on trust. With OTCBB market makers not having to report short sales, a cloud of mistrust will always be in investor's minds. Did a get the best price? Was my order executed on a timely basis? Was my order executed before or after the MM's own orders? What works for the NYSE, AMXE, and NASDAQ should also apply to OTCBB stocks as well! Please consider the following: All OTCBB market makers must do the following, 1) Report short positions on a monthly basis. 2) A limit of 10 % shares short, , is maximum allowable position at any time. 3) All other rules and regulations of the major exchanges should apply to OTCBB Market Makers. Examine their (Market Makers ) reasons for avoiding these investor safeguards. I think you find the reasons are self-serving, and at the investor's expense. Market Makers add to risk of investing in OTCCC stocks! Put some trust and integrity back in these markets! Thank you for your consideration. Alan H.
