Dear Sir or Madam;
     
As an individual who invests primarilary in small cap stocks, I frequently 
become interested in investing in the stock of those companies listed on the 
OTC BB.   As an effort to reduce the extensive manipulation of OTC BB stocks, 
it is imperative that the proposal to extend "short sale" regulations to OTC 
BB stocks.    Such rules have already proven to be helpful on National 
Exchanges, and should be applied to all trading of public stocks, across the 
board.

make it more difficult for Market Makers and Offshore entities to manipulate 
the NASDAQ Small Cap and OTC BB stocks that we may follow
