Subject: Place Rule in Fast Track Request.

Due to the current critical conditions which the Market Makers are treating the 
OTCBB investors and traded companies, I hereby request your support and 
cooperation by placing the "Short Position Disclosure" rule (Case # S7-24-99) 
immediately in Fast Track. We all invest the same taxable USA dollars and I am 
being unfairly treated just because I invest in the OTCBB. This rule fast 
implementation is of the outmost financial importance in my personal investment.
