You should restrict naked selling (selling short) of OTCBB. 
Manipulation is very easy dealing with penny stocks, and anything to 
tighten it up will be for the better.  I have seen what a wave of 
professional bashers can do to a stock --from knocking people off the 
board with foul language to theatening them with law suits--and I think 
more needs to be done.
