Greetings,
  I urge you to pass S7-24-99.  Those of us who invest in penny stocks are in a
precarious situation to begin with.  If a stock soars like a seagull or plummets
like a rock, it should be due to the interest and efforts of individual 
investors.  If a stock has a high volume, it should not be due to market makers 
playing a friendly game of badminton.  The SEC should ensure that all short 
sales of OTC securities are fiercely regulated.  Remember, it is the smallest 
issues need the regulation the most.  The uptick rule helps maintain a stable 
market and keeps the short sellers from influencing market direction.  Let's 
keep the uptick rule.  Thank you,
