Subject: RULE: S7-24-99

I'm writing to you again to tell you that there are serious problems 
concerning the OTCBB and the Market Makers thereof!! I like every other 
investor of OTCBB stocks
are absolutely sick and tired of the blatant manipulation of these stocks...I 
don't know which is worse the companies that blatantly scammed and corrupted 
that market ( which the new filing rules shouldhelp eliminate) or the 
perfectly legal organized stealing going on with these Market Makers...For 
the upteenth day I have watched as my stock price drops although the 
overwhelming activity for the trading day was BUYING ACTIVITY....I'm sorry 
for the caps but if you were being ripped off you'd be a little angry also!! 
This has to stop, why isn't this market dictated by supply and demand, giving 
everyone a fair and equitable playing field in which to make choices ( either 
good or bad) dependent on research done on the companies of 
choice...Presently evidence of legal/illegal???? manipulation is being 
collected by any and everyone who has been gouged by these thieves(myself 
included) I do thorough research on the companies that I buy into, call them 
regularly and visit them and see the operations..that I can assure you!! This 
isn't the problem here!!
If changes aren't made as to the accountability of these so called market 
makers and to the short positions that they hold in these stocks Class Action 
Lawsuits are inevitable here....I will gladly join this group as will the vast 
majority of investors in the OTCBB..Please believe me this is a real 
problem...Hope that something can be done before it goes before the attorneys 
and a courtroom!!!!!
