To Whom It May Concern
I very strongly urge the SEC to extend the regulation of Market Maker 
shorting activities to the OTC:BB, so that the stocks will trade more 
fairly and correctly.  People with Level 2 can see the manipulation going
on and it is hurting the small investor as well as the legitimate small company
trying to break through into the bigger boards. I wish to thank the SEC for
requiring the OTC:BB exchange companies to become fully reporting. This  
step will certainly lead to most honesty and integrity among the small companies
that will remain.  I would also wish to express my concern that the uptick rule will be 
removed.  Please reconsider this proposal.
