Thank you, Chairman Schapiro.
This proposal has the potential to enhance our understanding of securities markets, including the conduct of significant traders and the impact of their activities, and thus to equip the agency further in meeting its regulatory responsibilities. I support the proposal and look forward to the comments we will receive. I am especially interested in comments regarding any potential effects the reporting requirements could have on trading behavior.
I join my colleagues in thanking the staff — particularly those from the Division of Trading and Markets and the Division of Risk, Strategy, and Financial Innovation — for their hard work.
