I am a consumer and I know two things:
1) I want to buy products made with conflict-free materials, even if I have to pay more for them.
2) this law seems to be working exactly as intended and has broad support, even from the companies who are required to comply with it.
To be clear, when I say "exactly as intended," I mean that it seems to be reducing the misery and violence that plagues my fellow human beings in Congo, who do not have the luxury of typing an email on their new laptop to a functioning government asking them to keep a law that helps save lives. You're all my fellow human beings, too - tell your kids that you voted for the thing that reduces suffering and saves lives, not the thing that cuts regulations.
