Thank you for the opportunity to comment on this rule. I would like to know more about Exhibit 5 and 3 as significant portions are redacted. In order for market transparency, market participants should know the rules of the market. I would also like to know what criteria the reductions in margin requirements are based on. Who do these rules apply to and under what conditions specifically? This rule seems to protect against over leveraging. Does it do that if margin requirements can be waved at will? Do I as a retail investor get to have my margins waived or is that only for people with more money than me? Retail investors are awake now. -- - Penguins can't fly either
