Dear Regulators, The proposal mentioned in the subject line must be halted ASAP. Allowing the OCC discretion to change margin requirements short sale collateral would kill any competition in the marketplace with no penalty for bad trading practices. There has been an ongoing abuse of retail shares being over-borrowed in the market by firms that are simply covering their bad bets, and never closing those bets. Those bad bets only close under serious margin calls by the DTC and Stock lenders. Please reject SR-OCC-2024-00134-100009 Regards, Valentin Elsaesser
