During periods of volatility the OCC wishes waive margin requirements. The issue here is that there is no way for the OCC to discern which periods of volatility will increase. This would only introduce a massive vulnerability into the system if margins are waived and volatility increases further. Also, they would, by nature, favor some firms and bankrupt others as targets. 


Waiving margin requirements is a terrible idea and will eventually cause massive issues going forward. Margin requirements that can be waived are not requirements at all.
